此外，卓榮泰也在常會報告，針對近期稻穀盛產的問題，政院提出三大保證措施：保證公糧收購價格、規劃稻作災害補助、保價收購跟直接給付雙軌並行，讓糧價有個支撐。據了解，這次報告相當白話，並沒有重現之前蔡英文「震怒」事件，蔡英文也裁示，希望官員要更了解地方基層發生什麼事，尤其是跟農業有關的。
